About CCF Revision

Our purpose is specific: to help applicants and their advisers assess whether a negative decision of the Commission for the Control of INTERPOL's Files may be revisited on a lawful new factual basis.

Why we focus on revision

After a CCF refusal, uncertainty is high. Applicants are often unsure which documents were decisive, whether later developments are legally relevant, and whether another submission is justified. The best starting point is not another promise of success, but a structured review of the decision and the evidence.

Our working principles

Facts before claims

We separate documented findings, disputed allegations, legal arguments and facts discovered after the earlier review.

Independent assessment

We may conclude that the evidence does not support a revision application.

Qualified local professionals

National procedure, extradition and regulated legal advice are handled by appropriately qualified counsel.

Privacy by design

We collect the minimum at first contact and avoid uncontrolled circulation of sensitive material.

Transparent limits

The CCF is not a national criminal court, and no one can guarantee its decision.

Who provides the service

CCF Revision is a service of Collegium of International Lawyers (CIL), Red Notice lawyers focused exclusively on INTERPOL cases.

Lead Legal Adviser · INTERPOL and international criminal law

Ahmed Abdelmawgoud

Ahmed has worked inside INTERPOL in Lyon, assessing individual requests and State submissions under INTERPOL's data protection rules, the work at the heart of every CCF case.

Before that he worked with the United Nations Independent International Commission of Inquiry on the Syrian Arab Republic, supported by OHCHR, on open-source investigation of human rights violations. He has also written case reports on international humanitarian and criminal law for Oxford Reports on International Law, published by Oxford University Press.

Reads the decision as it was written
He knows which findings a refusal rests on, and so where a new fact can reach the reasoning and where it cannot.
Anticipates the country's reply
The CCF consults the National Central Bureau on a revision too. We prepare for what it will say about your new fact.
Is clear about limits
The CCF is independent. Experience gives knowledge of its procedure and standards, not access to it, and no one can promise its decision.

Our network and methodology

Cooperation with local lawyers and independent experts is decided case by case. We name an organisation or individual only with a contract and their express permission.

We use the CCF's published anonymised decision excerpts as research material and say so. They are a selection, not a complete database, and they are not our cases.

Discuss your CCF decision

Request a Confidential Case Assessment

Start with the decision you have

If your CCF application was refused, do not assume a second filing can simply repeat what has already been considered. A confidential assessment can identify whether a new factual basis appears to exist.
